Collaboration Programme Phase II

on the Collaboration Training Course in Japan and Thailand,

28 July - 8 August, 2008

Outline of Programme

ASEAN–Japan HRD Collaboration Programme Phase II which succeeded Phase I during 2004 to 2007 was proposed to ASEAN+3 Labour Ministerial Meeting in Bangkok, Thailand, on May 8, 2008 and welcomed by all ASEAN countries. The aims of this programme are to provide assistance in strengthening the basis for human resources development in the CLMV countries and to further the technical cooperation between the CLMV countries and other ASEAN member countries.

The Planning and Evaluation Working Group was newly established on the programme Phase II and its feature is to analyze the current situations and identify the issues on HRD systems in CLMV countries, to decide a theme of the collaboration training of the year, draw up a work plan, evaluate the programme, and to make some recommendations for the future. It was held May 9, 2008 in Bangkok, Thailand and concluded that the theme of this year was “Vocational Ability Evaluation Methods with Skills Testing and Certification System.”

The structure of this programme is shown in the chart. Firstly, the Planning and Evaluation Working Group decides the theme and a partner country of the year. Secondly, the Collaboration Training Course for CLMV countries is held in Japan and a partner country. Thirdly, CLMV countries hold National Seminars. The Collaboration Training Course and National Seminars are funded by Japan and National Seminar can be provided lecturers from a partner country and Japan.

The Collaboration Training Course under ASEAN-Japan HRD Collaboration Programme Phase II was held from July 28 to August 8, 2008 at International Human Resources Development Support Center in Chiba, Japan and Century Park Hotel in Bangkok, Thailand, in cooperation with Ministry of Labour, Thailand and Ministry of Health, Labour and Welfare, Japan. This programme is operated by the Japanese fund and the resources of Thailand and Japan, based on the result of the planning and evaluation working group held on May 9, 2008 in Bangkok, Thailand. Four public officials and four executives of private sectors from CLMV countries participated it to promote their vocational ability evaluation methods in line with the theme, "Vocational Ability Evaluation Methods with Skills Testing and Certification System." The ASEAN-Japan HRD Collaboration Programme PhaseII is the CLMV support programme which succeeds the ASEAN-Japan Collaboration Programme Phase I held during 2004 to 2007.

And CLMV countries will hold a national seminar in each country funded by the Japanese Government by March 2009, as the last half of this programme.
